The university can also allocate places within the target figures for targeted admission on the basis of agreements with state and municipal authorities and organize a separate competition for these places. By the way, the new Procedure, in contrast to the previous one, defines the rules for organizing targeted admission. Applications for targeted admission are sent to universities by public authorities or local governments. The university allocates target places within the established quotas, informs the indicated authorities about it and concludes agreements with them for target admission. Persons who did not pass the competition for target places can participate in the general competition, and the target places remaining vacant after passing the exams and admission are provided to persons participating in the general competition. The document contains other innovations as well. More detailed, for example, the work of the selection committee. She is obliged, before the start of accepting documents, to announce not only the rules for admission to the university, a list of areas and specialties for which admission to the first year is announced, the number of places financed from the federal budget, but also the number of places in hostels for nonresident applicants. It is stipulated that the applicant now has the right to submit to the admissions office a duly certified photocopy of the education document. This allows him to enroll in several universities at the same time. For such applicants, a time interval is also established (at least two calendar days after the end of the entrance exams), during which the applicant is obliged to submit the original document of education to his main university. For the first time, it was established that the acceptance of documents from applicants for full-time education begins on June 1 and ends no earlier than July 15. The issue of reducing these terms should be coordinated with the Ministry of Education of Russia. A specific list of subjects for the examination has also been determined. The number of entrance examinations is set by the university itself. He can also replace one of the subjects (except for the Russian language) for computer science. The admissions committee has the right to count as the entrance results of the final exams of students of preparatory departments of universities financed from the federal budget, the points of the centralized testing of school graduates conducted by the Ministry of Education of Russia, the results of regional school Olympiads (for winners), as well as the results of entrance examinations of a given calendar year in another state university. At the same time, the results of the so-called "combined" (when the school final exams were also entrance exams to the university) are now not taken into account. Except when the term of the contract "school-university" ends this year. The circle of persons eligible for enrollment benefits has also been expanded. Thus, state universities admit winners and prize-winners of All-Russian and International Olympiads without examinations.
